The regulation states that from 12 August 2026, all packaging and packaged goods placed on the EU market must comply with the PPWR requirements.
This applies to all products and all industries.

The PPWR applies to:

• Suppliers of packaging or packaging materials
• Manufacturers of packaging or packaged products
• Retailers, importers, and fulfilment service providers
• Brand owners who place packaged goods on the EU market
• Non-EU suppliers who deliver products or packaging for the EU market

The PPWR has significant impacts on:

• FMCG / consumer goods (food, beverages, personal care)
• Retail / e-commerce / online marketplaces
• Packaging manufacturing industry
• Logistics, fulfilment, and transport packaging industry
• Textile, clothing, and footwear industry (on the packaging side)
• Hotels, restaurants, and catering / out-of-home consumption (HORECA)

Key PPWR requirements in this area include:

• Chemical safety (limit values, e.g., REACH, PFAS, etc. in packaging)
• Recyclability
  • By 2030: at least 70% recyclable
  • By 2038: at least 80% recyclable
• Use of post-consumer recyclates (PCR) (from 2030: minimum shares depending on packaging type and material)
• Minimisation of packaging (from 2030: max. 50% empty space)
• Reusability (reusable or refillable systems for food and beverages; details from 2027 in a delegated act)
• Bans/restrictions on certain packaging types (from 2030: ban of certain single-use packaging)

The PPWR requires transparency through labeling (harmonized labeling, including information on the materials used). Manufacturers must carry out the conformity assessment for their packaging (including supplier information) and prepare the technical documentation as well as the EU Declaration of Conformity. Under Extended Producer Responsibility (EPR), all producers (i.e., manufacturers, importers, or distributors who first place packaging or packaged products on the market) must register in the Member States where they place products on the market, report and update relevant data, and pay EPR fees for the collection, sorting, and recovery of packaging waste.
