The PPWR (Packaging and Packaging Waste Regulation) is an EU regulation that defines rules for packaging sustainability, recyclability, reuse, labeling and data transparency across the product lifecycle. Its goal is to reduce packaging waste, improve circularity and ensure harmonized compliance requirements across the EU.

From August 12, 2026, all packaging and packaged goods placed on the EU market must comply with the PPWR. It applies to packaging and packaging material suppliers, manufacturers of packaging and packaged products, importers, distributors, fulfillment service providers, brand owners that place packaged goods on the EU market, and non-EU suppliers that export products or packaging to the EU.

The main PPWR requirements are:

• Chemical safety, including alignment with REACH and emerging PFAS restrictions
• Recyclability capabilities, for example 70% recyclable by 2030 and 80% recyclable by 2038
• Use of post-consumer recycled content
• Packaging minimization, including a maximum empty space ratio of 50% by 2030
• Reuse and refill requirements for certain food and drink categories, with details to be set in delegated act in 2027
• Bans and restrictions on specific single-use packaging formats from 2030
• Packaging waste reduction targets, 5% by 2030, 10% by 2035, 15% by 2040

Manufacturers must carry out a conformity assessment for each packaging or packaged product, compile technical documentation, and issue an EU Declaration conformity based on verified supplier data. PPWR also introduces harmonized labelling for materials and disposal guidance. Under Extended Producer Responsibility, producers (manufacturers, importers, distributors) must register in each member state where they place products on the market, report packaging amounts and recycling graded, and pay EPR fees for collection, sorting, and recycling of packaging waste.
