The EUDR obliges small and medium-sized enterprises (SMEs) to ensure that their business activities are deforestation-free and comply with the national laws of the commodity-producing countries.
For SMEs (max. 250 employees, € 35 million balance sheet total, € 50 million turnover), the EUDR distinguishes between market participants and traders:

• Operators who bring products to the EU market for the first time, whether through import or their own production (e.g. cutting down a tree or importing coffee), are subject to full due diligence. This includes a legality risk analysis, a deforestation risk analysis, the preparation of a due diligence declaration and its submission to the EU TRACE system.
• Traders or market participants who purchase, process and pass on EUDR-relevant products within the EU are primarily obliged to collect information, document, store and cooperate with authorities
